Summary Information

This research identified strategies to integrate ITS applications into the California Regional ITS Plan over the next ten years. Estimates of initial capital costs and ongoing annual operations and maintenance costs were derived from an analysis of data in the national ITS costs databases and input from Caltrans staff.

System costs for particular ITS applications can vary greatly depending on the availability of existing power connections and communication links to transportation management centers (TMCs). Estimates presented in the descriptions below exclude the costs for power connections and backhaul communications links.

ITS Functional Element: Traffic Operations and Management.

  • Advanced signal operations. Includes advanced signal operating strategies (e.g., full actuation, adaptive) pedestrian and bicycle accommodations (e.g., detection, signals, and operating firmware), equipment upgrades (e.g., modern cabinets to accommodate additional ITS equipment) and connecting signals to a TMC and the Traffic Signal Management and Surveillance System (TSMSS) server. Costs vary depending upon the characteristics and needs of individual intersections
    • Capital Cost:
      • $40,000-$60,000 per intersection for bike detection depending on the specific technology
      • $2,000-$5,000 for controller upgrades
      • $15,000-$20,000 for communication upgrades with cabinet replacement (communication link costs would be separate).
    • O&M Cost: Varies.
  • Automated safety warning systems. Includes stand-alone (not connected to TMC) systems that monitor a specific condition (e.g., vehicle speed, presence of ice on road, presence of pedestrians or cyclists, approaching vehicle) and provide an alert to approaching vehicles (e.g., EMS, flashing beacon).
    • Capital Cost:
      • $100,000-$600,000 per site. Varies greatly depending on type and number of monitoring devices and signs.
      Costs for power and connection can also vary significantly.
    • O&M Cost:
      • $1,000-$5,000 per year depending on type.
