Advanced Traffic Management Systems (ATMS) include hardware and software for collecting, processing, and analyzing real-time and historical traffic information. The first phase of Chicago’s Traffic Management Center/Advanced Traffic Management System (TMC/ATMS) project established a TMC, began real-time monitoring of over 2,000 miles of arterial streets, centralized data and control of the existing ITS devices, built communications to over 400 traffic signals, and connected several separate systems into one integrated solution. Phase 2 built additional features and functions in the ATMS, with the goal of further improving citywide safety and travel time reliability and reducing travel delays. 

The following costs were proposed for the TMC/ATMS Phase 2 in August 2022. The scope included adding automated traffic signal performance measures (ATSPM), continuing signal integration, establishing citywide traffic modeling capacity and semi-automated signal operations, integrating analytics-based continuous traffic counts, adding connected and automated vehicle (CAV) support, enhancing citywide event management coordination and route guidance, integrating curb and parking information, deploying integrated corridor management, expanding central system transit signal priority (TSP) and emergency vehicle preemption (EVP), and creating an evacuation program.

The proposed total cost for the Phase 2 project was $5 million. Implementation was expected to begin right away as the elements were software and ITS hardware installation (no design needed).
