Rental Cost of Work Zone Entry/Exit Warning Systems for Construction Vehicles Ranged From $44,000 in Minnesota to $400,000 in Hawaii, Depending on the Length of Deployment.
Capital Costs in 2020 Dollars Provided for Work Zone Entering/Exiting Construction Vehicle Notification.

Honolulu, Hawaii, United States
In 2014, the Federal Highway Administration published the Work Zone Intelligent Transportation System (WZITS) Implementation Guide to provide information on implementing ITS in work zones. This 2021 Technology Supplement was intended to be used in conjunction, providing a detailed factsheet and sample specifications for nine primary WZITS technologies: 1) Dynamic Lane Merge, 2) Queue Warning, 3) Variable Speed Limit, 4) Automated Enforcement, 5) Entering/Exiting Construction Vehicle Notification, 6) Temporary Ramp Metering, 7) Real-Time Traveler Information, 8) Incident Management System, and 9) Performance Measurement. This summary provides an overview of the costs related to implementing Entering/Exiting Construction Vehicle Notification systems. An Entering/Exiting Construction Vehicle Notification System warns drivers of slow-moving construction vehicles that may be entering the travel lane. The system also warns travelers that a construction vehicle is exiting the travel lane and not to follow it into the work zone area. This technology uses a vehicle detection system, a portable changeable message sign (PCMS) or static sign with beacons, and wireless communication to warn drivers.
The system cost estimates vary between purchased or leased equipment. Example costs include the following (all values are based on 2020 dollars):
- Rental cost for a 6-month project deployed in Willow River, Minnesota, was $44,000. It included hardware, installation, removal, email reporting and 24/7 technical support for six doppler radars, 16 advance warning beacons, and cellphone communications.
- Rental cost for a 45-month project deployed in Honolulu, Hawaii, was $400,000. It included hardware, installation, removal, email reporting and 24/7 technical support for eight PCMSs, a license plate reader system, 15 sensors, and cellphone communications.
Table 1 below lists example unit and total system costs.
