Weigh station stops can create time and fuel burdens for commercial vehicle fleets. Electronic weigh station bypass systems offer a technology-driven approach to streamline commercial vehicle screening by allowing qualified commercial vehicles to bypass inspection sites without stopping. This mobile-based electronic weigh station bypass program uses carrier safety, credential, and compliance data to determine whether an equipped vehicle may safely bypass a weigh station or should pull in for inspection. This report analyzed more than 1.6 billion bypass events across 40 states, using authenticated system records and data verified by participating state agencies.
METHODOLOGY
The analysis summarized cumulative bypass activity from program inception in 1997 through January 2026, covering more than 1.6 billion bypass events. Data sources included verified state agency bypass records, system records, cost-per-mile estimates from the American Transportation Research Institute, fleet fuel consumption assumptions, weigh station activity modeling, and state-level infrastructure and maintenance investment information. The evaluation measured benefits using several performance indicators, such as drive time saved, avoided fuel consumption, and operational cost savings.
FINDINGS
- The program saved an estimated 136.5 million driver hours and 585.0 million gallons of fuel, resulting in approximately $12.46 billion in operational cost savings for fleets.
- Each bypass saved approximately seven minutes of drive time, avoided about 0.5 gallons of fuel, and generated an estimated $10.65 in operational cost savings.
- The program supported approximately $1.3 billion in reinvestment in weigh station infrastructure, helping sustain commercial vehicle screening and enforcement operations.
