Digital Infrastructure Strategy Report: Shaping the Future of Transportation in the United States
Summary Information
Digital Infrastructure advancements have the potential to enhance our country's transportation system, however, a comprehensive strategy is needed to steer and facilitate the implementation of these technologies. The objective of this study was to stimulate dialogue regarding digital infrastructure and provide recommendations for crafting and executing a nationwide digital infrastructure strategy. These recommendations were structured around analyzing digital infrastructure definitions, evaluating its relevance within particular use cases, identifying primary stakeholders, and proposing actionable steps for the future. Ten critical digital infrastructure use cases were identified and prioritized to align with safety and economic objectives, following input from discussions with USDOT staff. These prioritized use cases served as an initial framework for showcasing the capabilities of digital infrastructure within the transportation system, offering a starting point for USDOT. Connected vehicle data and traffic signal integration were selected for further in-depth analysis. The following lessons learned were compiled from the actionable insights derived from these two key use cases.
- Create Standards for Data Privacy and Security. Developing comprehensive privacy and security standards for the transportation sector is crucial to ensure public awareness and trust in data protection measures. This includes promoting solutions for commercial organizations to safeguard confidential intellectual property, fostering confidence in digital infrastructure adoption. Strong leadership around this technology is needed to manage data security effectively, navigate liability issues, and conduct regular security audits. Addressing data interoperability trade-offs necessitates timely decision-making and proactive leadership.
- Take the Lead on Data Standard Initiatives. Standardization guarantees seamless interoperability and enhanced efficiency throughout the entirety of digital infrastructure. USDOT' leadership in collaborating closely with established national standardization initiatives, alongside industry, academia, and stakeholder representatives can help formulate standards for data exchange and integration.
- Grow Public Trust in Data Exchanges to Guarantee Their Adoption. Establishing stringent and transparent guidelines for data sharing among original equipment manufacturers (OEM) is crucial. These guidelines must address concerns about proprietary information and user privacy while complying with data protection laws. Legal agreements should define obligations, liabilities, and penalties for misuse.
- Leverage simulation and modeling for infrastructure development and maintenance. Establishing a resilient and interconnected digital infrastructure is crucial for optimizing the efficiency of the transportation sector. Prioritizing collaborative simulation and testing programs, where multiple operators can leverage shared scenarios, is essential. These initiatives could serve as valuable opportunities for initiating data sharing and promoting collaborative development, necessitating nationally coordinated funding and guidance.
