Highway advisory radio (HAR) is an older strategy for disseminating traveler information, but it is still valuable for regional traveler information, especially in emergencies. To understand the continuing benefits of HAR, two online surveys were conducted with state department of transportation officials throughout the United States as well as emergency management officials in Florida. A detailed cost-benefit analysis was also conducted using customer surveys from Florida’s Turnpike Enterprise.
Costs
Based on survey answers from individuals in ten states, in the past two years, the average cost to install a permanent HAR station ranges from $40,000 to $50,000. Florida Department of Transportation indicated the average cost for a HAR station was $115,888 in 2012.
Capital costs of the 16-station HAR system for Florida’s Turnpike Enterprise were $1,854,208.
