Summary Information

This source report evaluated the deployment of Commercial Vehicle Information Systems and Networks (CVISN) used to support commercial vehicle operations. A motor carrier survey, cost analysis, safety analysis, and benefit-to-cost analysis were conducted to evaluate the safety, efficiency, and economic impacts of core CVISN technologies. At the time of the evaluation (October 2008) core CVISN technologies including electronic credentialing (EC), safety information exchange (SIE), and electronic screening (ES) were operational or being implemented in 45 states.

The CVISN safety analysis examined the potential benefits using a centralized national and statewide safety database to enhance administrative processes associated with information exchange and increase the ability of inspectors to use electronic screening to focus roadside enforcement resources on highest-risk vehicles, carriers, and drivers.

Several CVISN deployment scenarios were evaluated.
  • A scenario with improved inspection selection was estimated to prevent 1,004 crashes, 260 injuries, and 12 fatalities per year nationwide.
  • A scenario that used inspection selection to target the worst 5 percent of carrier records, and screened vehicle and driver records as well, was estimated to eliminate 2,460 crashes, 637 injuries, and 29 fatalities.
  • The most benefits, however, were achieved when roadside infrared brake inspection systems were used in combination with inspection selection systems (ISS) to target carriers with high out-of-service rates. This combination resulted in a potential benefit of 7,907 fewer crashes, 4,638 fewer injuries, and 215 fewer fatalities.
