The Pennsylvania Department of Transportation (PennDOT) uses emerging and innovative operational strategies, collectively called Transportation Systems Management & Operations (TSMO) Program, to tackle reliability, mobility, and congestion challenges. PennDOT prepared an annual report summarizing the progress of PennDOT’s TSMO Program in achieving program goals and cost breakdowns during 2018-2021 fiscal years based on actual State spending data, as well as projections for fiscal years 2022 and 2023. Major areas of spending for PennDOT's Central Office funds included planning, building and maintenance of statewide transportation systems, such as TSMO OneMap (a web-based GIS tool for accessing highway and bridge project data), Advanced Traffic Management Systems (ATMS), and planning studies that identify TSMO projects to implement. More specifically, maintenance funds were spent on the upkeep of field device hardware, power, communications, and software systems. PennDOT’s TSMO program includes various efforts such as the Traffic Operations Analytics (TOA) Tool, Modernized Video Sharing, Automated Work Zone Speed Enforcement (AWZSE), Variable Speed Limit (VSL) deployments, the FREEVAL-PA road user delay and queuing assessment tool, and Integrated Corridor Management (ICM).

For fiscal year 2021 (cost values are reported in 2022 US Dollars):

  • A total of $2.8M was spent on central traffic operations. 
  • For maintenance, a total of $4.6M was spent, including $3.0M on communications, and $0.6M on power systems.
  • The PennDOT TSMO expenditures on PennDOT personnel totaled $6.6M, whereas the cost for hiring outside consultants was $1.5M.
