A two-year study by the American Trucking Associations Foundation, "Assessment of Intelligent Transportation Systems/Commercial Vehicle Operations User Services: ITS/CVO Qualitative Benefit/Cost Analysis," found that the commercial vehicle administrative processes (CVAP) reduced carriers' costs by an estimated 9 to 18 percent when electronic data interchange (EDI) is used. Also, the freight mobility (FM) service had a high benefits-to-costs ratio, ranging from 1.5:1 to 50:1.
