Safety service patrols (SSP) support mobility by quickly responding to and clearing incidents. It is increasingly imperative for state DOTs to demonstrate the benefits of SSP in order to maintain adequate funding from state and local governments. The SSP helps clear incidents free of charge to motorists by jump starting vehicles, providing gasoline, changing tires, removing debris from the roadway, etc.
- SSP Coverage: From July 1 2005 to June 30, 2006, the Hampton Roads SSP serviced 10 routes over approximately 80 interstate miles. Eight of the 10 routes were serviced 24 hours a day, 7 days a week; the other two routes were dispatch-only routes.
- Staffing, shift hours, and personnel costs: The SSP staff consisted of 1 manager, 4 forepersons, and 41 patrollers. Virginia DOT paid the contractor an average burdened rate (i.e., base salary plus overhead and benefits) for the manager, foreperson and patrollers $51.49, $28.37, and $20.63 per hour, respectively.
- Fleet costs: The SSP maintained and owned 48 pick-up trucks. The Hampton Roads District Equipment Section charged the SSP a rental rate of $10.08 per truck-hour. In a typical week, an SSP truck was used an average of approximately 40 hours, and during routine operations, 1 truck was assigned for each route.
